Governor Uba Sani has made some key appointments in what the government said a bid to reinvigorate the Kaduna State Civil Service, inject fresh energy into his administration and enhance effective and efficient service delivery.

The Chief Press Secretary to the Governor, Malam Ibrahim Musa, listed the new appointees as follows: Mrs. Jummai Bako – Head of Service; 2. Ibrahim Balarabe – Executive Secretary, Kaduna State Pension Bureau, and CP Ali D. Audu (rtd.) – Commander, Kaduna State Vigilance Service (KADVIS).

While congratulating the new appointees, the governor charged them to approach their assignments with renewed vigour, total commitment, deep sense of humility, fairness and integrity.

He expects them to deploy their vast experiences and knowledge to deliver on their institutional mandates.

He wished them God’s guidance in their new assignments.

Jummai Bako

Mrs. Jummai Bako, the new Head of Service, was the Permanent Secretary (Establishment, Management and Training), in the Office of the Head of Service.

She replaced Habiba Anana Shekarau.

An Associate Member, Institute of Chartered Economists of Nigeria, Bako served variously as Director (Budget) and Director (Monitoring and Evaluation) in the Ministry, Planning and Budget Commission.

Mrs Jummai Bako

A former Lecturer with the Bauchi State Polytechnic, Bauchi, she was a Senior Planning Officer, Local Government Service Commission (2006 to 2008), Kaduna State, and Education Officer, at the State Ministry of Education.

Bako is the Co-Chair, Government- Citizens Engagement Committee under the Open Government Partnership (OGP). She is also a Member, Kaduna State Steering Committee (SSC) on Social Investments, Chairman, Committee on Review of Pampaida Millennium Villages Project (MVP), and Member, Board of Kaduna State Roads Agency (KADRA).

She holds a Masters in Business Administration (MBA) from Kaduna State University, Kaduna, Bachelor’s of Science (Economics) from Bayero University, Kano, and a Diploma in Computer Operation from Kaduna Community Resource Centre, Kaduna.

She has attended many courses, conferences and workshops, including a Course on Mentoring and Advanced Leadership Skills for DFID Partnership to Engage, Reform and Learn (PERL), Training on Budget and Treasury Management Information System (BATMIS), Strategic Decision Making for Management, Effective Monitoring and Evaluation of Community Based Development Project, Workshop for the Development of Kaduna State Social Protection Programme Monitoring and Evaluation Framework, and Training on Fundamentals of Data Collection, Essentials of Project Management, Basics of Project Evaluation, Technical Report Writing, and Foundation of Digital Marketing.

Ibrahim Balarabe

The new Executive Secretary, Kaduna State Pension Bureau is a seasoned administrator with vast experience in the Nigerian financial sector and a track record of discipline, commitment, and hard work. He replaces Prof. Salamatu Idris Isah.

Ibrahim Balarabe retired in May 2023 from the Board of Access Pensions Limited as Executive Director (North), after serving seven years on the Board.

He has over 31 years of corporate and public service experience, including 18 years in the new Contributory Pension Scheme (Sigma & Access Pensions), 11 years in Banking (First Bank of Nigeria, International Trust & Magnum Trust Bank), and two years in public service (National Directorate of Employment).

Balarabe was a pioneer member of the new Contributory Pension Scheme (CPS) in 2005, first as a staff of Sigma Pensions and later Access Pensions.

In both organisations, he contributed immensely to setting up the Business Development Department of the companies.

At the point of his exit, Access Pensions had Assets under Management of over N980 billion, over One million registered members and Ten (10) Defined Benefit Scheme Funds.

In recognition of his positive contributions, he was in December 2014 appointed Acting Executive Director of Sigma Pensions and in February 2016 as substantive Executive Director (Technical), where he oversaw the Business Development/Relationship Management and Investment Management Services Divisions. In December 2022 he was appointed Executive Director (North) under Access Pensions.

He has strengths in General Administration, Business Development and Customer Service.

Balarabe is a product of the prestigious Ahmadu Bello University Zaria where he obtained his first and second degrees in Agriculture and Business Administration respectively.

He is a member of the Nigerian Institute of Management.

CP Ali Audu Dabigi (rtd.)

The new Commander, Kaduna State Vigilance Service (KADVIS) is a retired Commissioner of Police renowned for effective deployment of his strategic and tactical skills.

He replaced Brigadier General Umar Ibrahim (rtd.).

He served as Commissioner of Police, Kaduna State Command (2023 – 2024), Commissioner of Police, Border Patrol, Force Headquarters, Abuja, Commissioner of Police, Police Mobile Force, Force Headquarters, Abuja, and Commandant, Police Mobile Force Training College, Ende Hills, Nasarawa.

Dabigi has skills and competences in professional policing, tactical training, administration and operations.

CP Ali Audu Dabigi (rtd)

He attended professional courses on strategic training command, advanced human rights observance and civil-military cooperation, simulation, tactical leadership, and unit combat operations.
