The Chairman of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC), Dr Mohammed Bello Shehu, has called for stronger accountability, discipline and professionalism among staff to improve productivity and institutional service delivery.
Shehu made the call while declaring open a two-day roundtable on Performance Management and Discipline for members of the Commission’s Personnel Matters Committee (PMC), held at Chelsea Hotels from October 13 to 14, 2026.
Represented by the Federal Commissioner representing Cross River State and PMC Chairman, Hon. Ntufam Eyo-Nsa Whiley, the RMAFC chairman described performance management as a strategic tool for improving individual and organisational effectiveness.
He said effective performance management enables institutions to set clear expectations, monitor progress, identify capacity gaps, reward excellence and address underperformance.
Shehu also stressed the importance of discipline in maintaining ethical standards, responsible conduct and compliance with established rules.
He urged participants to develop practical strategies for improving staff appraisal, handling disciplinary matters and managing confidential personnel records in line with the Public Service Rules and the Public Service Performance Management System.
He said the success of the roundtable would be measured by its impact on workplace conduct, accountability and institutional performance, rather than the quality of presentations alone.
In his remarks, the Vice Chairman of the PMC and Federal Commissioner representing Plateau State, Hon. Sa’ad Ibrahim Bello, said effective performance management required continuous monitoring of staff activities and achievements to determine whether individual and organisational targets were being met.
He emphasised the need to equip personnel managers with the skills to set clear goals, establish performance indicators and conduct objective assessments.

Similarly, the Deputy Director and Head of Training and Capacity Building at RMAFC, Mr Haruna Umar, described the programme as a timely initiative to strengthen staff performance management and improve service delivery.
The Chief Executive Officer of Future Vision Possibilities Ltd, the consulting firm facilitating the programme, said the engagement was designed to refresh participants’ knowledge and introduce practical approaches to performance management and discipline.
He also recommended that future capacity-building programmes focus on governance, committee procedures, strategic decision-making, meeting efficiency and report writing.
The two-day programme features sessions on performance management, SMART goal-setting, employee engagement, appraisal practices, discipline, communication and emotional intelligence. It also covers committee administration, including agenda preparation, minute-taking, records classification and decision tracking.
Other participants included Federal Commissioners representing Ekiti, Gombe, the Federal Capital Territory and Delta State.
The roundtable is part of the Commission’s efforts to strengthen institutional capacity and build a professional, disciplined and results-oriented workforce.
